Sources Sought Notice - New Orleans Courthouse Hardening

Background
The U.S. General Services Administration (GSA), Public Buildings Service, Acquisition Project Delivery – Capital Construction Division, is conducting market research for construction services related to the John M. Wisdom Courthouse and the Hale Boggs Federal Building Hardening Project in New Orleans, LA.

The goal of this project is to enhance the physical security of these facilities by increasing resistance to forced entry and delaying unauthorized access at vulnerable building elements.

Work Details
The project aims to achieve a forced-entry delay for ground-level entrances, doors, windows, storefront systems, curtain walls, and other fenestration assemblies.

The work will adhere to applicable forced-entry resistant standards, including ASTM F1233-21 and ASTM F3038. The anticipated scope of work includes:
- Selective demolition;
- Installation and modification of structural and miscellaneous metals;
- Thermal and moisture protection work associated with replacement and modification of exterior envelope components;
- Replacement and/or modification of openings including security doors, door frames, glazing, windows, storefront systems, curtain walls, and associated hardware;
- Patching, repairing, priming and painting disturbed finishes;
- Electrical work including 120/240-volt power and low-voltage systems supporting security improvements;
- Installation and integration of door hardware, electronic locks, magnetic locks, electric strikes, communication systems, activation devices and other components necessary to secure building entrances.

Period of Performance
The contract duration is estimated to be two years (24 months), with an anticipated award in Spring 2027.

Bidder Requirements
Bidders must demonstrate experience performing security-related construction in occupied Federal or similarly secure facilities while minimizing disruption to ongoing operations. Contractors should provide evidence of bonding capability for projects up to $10 million and aggregate bonding capacity.
