Sources Sought Notice - Metrology-grade Chilled Mirror Dew Point Hygrometers

Background
The National Institute of Standards and Technology (NIST), specifically the Mass and Force Group within the Quantum Measurement Division (QMD) of the Physical Measurement Laboratory (PML), is seeking to enhance its capabilities in maintaining the national mass scale and calibrating mass standards.

This acquisition aims to improve and monitor the uncertainty contributions from laboratory environmental conditions during top-tier mass calibrations, which is essential for NIST's role in ensuring domestic and international measurement competitiveness. The acquisition of metrology-grade chilled mirror dew point hygrometers will support NIST's leadership in the international metrology community.

Work Details
NIST requires metrology-grade chilled mirror dew point hygrometers with the following specifications:
- Benchtop chilled-mirror hygrometer capable of internal calculation of % relative humidity with an external temperature probe comparable to RH Systems Dew Point Mirror 973 model.
- Dew point measurement range: -60°C ≤ T ≤ 20°C.
- % Relative humidity range: 0.1% ≤ %RH ≤ 100% with temperature range: -100°C ≤ T ≤ 100°C.
- Frost/dew point accuracy: +/-0.1 °C.
- Temperature accuracy: +/-0.07 °C.
- Frost/dew point reproducibility: +/-0.05 °C.
- Temperature reproducibility: +/-0.05 °C.
- External temperature sensor, preferably PRT-100 with associated cable.
- 3-stage thermoelectric mirror cooling with 80 °C depression, cooled by air.
- Active-Matrix color graphic LCD display.
- RS-232 I/O communication capability.
- Swagelok ¼” gas coupling.
- Sample gas flow rate range: 0.2 l/min – 1.0 l/min.
- Sample gas circuit made of PTFE (Teflon).
- Maximum sample gas pressure: 2 bar.
- Operating/storage temperature range: -10 °C – +40 °C.
- Maximum ambient humidity: 90% RH non-condensing.
- Power requirements: 100 – 240 VAC at 50/60 Hz, power consumption of 200 Watt.
- Dimensions: width x height x depth = 440mm x 155mm x 410mm; weight approximately 12 kg.
