Background
The Maritime Administration (MARAD) is conducting market research to identify parties interested in providing Layberthing Services for Long-Term Safe Layberth for Ro/Ro CAPE H Vessels: MV Cape Henry (T-AKR-5067), MV Cape Horn (T-AKR-5068), and MV Cape Hudson (T-AKR-5066) on the US West Coast.

MARAD maintains Ready Reserve Force vessels to support rapid activation for DoD sealift missions, emphasizing the need for continuous, secure, and safe lay berthing with necessary maintenance and compliance.

Work Details
The contract requires the following services:
- Exclusive-use berthing for three Ro/Ro CAPE H vessels simultaneously;
- A secure perimeter with controlled access;
- Continuous, uninterrupted access;
- Pier-side maintenance support including power, potable water, sewage disposal, and waste handling;
- Compliance with environmental regulations (federal/state/MARPOL/NEPA);
- A favorable geographic location on the U.S. West Coast to enable rapid DoD deployment.

Period of Performance
Base Period: April 16, 2026 – April 15, 2027 with nine option years extending from April 16, 2027 – April 15, 2037.

Place of Performance
The contract will be performed on the U.S. West Coast.
