Background
The U.S. Army Corps of Engineers (USACE) is seeking contractors for the replacement and repair of the propulsor rotating group on the 42-foot self-propelled barge Jackson, which is critical for ensuring emergency readiness at Mud Mountain Dam (MMD).

The existing marine thruster model OD 150 TRNS, manufactured by Thrustmaster of Texas (TMOT), has been in service for 25 years and requires restoration to new condition. This contract aims to procure a new rotating group and oversee the installation and overhaul of the legacy unit.

Work Details
The contractor will be responsible for:
1. Procuring and delivering a new rotating group (Model B121287) to MMD.
2. Providing an OEM qualified technician to supervise the removal of the old unit and installation of the new unit on the Jackson, utilizing Government support and previously ordered Government-Furnished Material (GFM).
3. Coordinating shipment of the removed legacy rotating group (Model C104916) back to the OEM facility.
4. Performing a comprehensive factory overhaul of the legacy unit, including replacing bearings, propeller shaft, and seals, and delivering it back to MMD as a spare.

The technician must also provide training on installation procedures, inspect all GFM hardware upon arrival, supervise USACE mechanics during installation, and ensure compliance with safety regulations.

Period of Performance
1 June 2026 to 31 December 2026; replacement of rotating group must be completed no later than 30 days from receipt of new rotating group.

Place of Performance
On-site work will be performed at the mooring location of the 42’ Self Propelled Barge Jackson at Mud Mountain Dam, Enumclaw WA.

Bidder Requirements
This opportunity is a Small Business Set Aside - Total (SBA). Contractors must provide evidence of relevant experience in shipbuilding and repairing, possess necessary licenses and certifications, and ensure that key personnel have qualifications relevant to marine thruster systems. Additionally, contractors must comply with security requirements for access to federal installations.
