Sources Sought Notice for Design/Build Construction Contract for Kampala CAA Renovation and Expansion

Background
This is a Request for Information (RFI) as outlined in 15.201(c) (7). The purpose of this RFI is to accomplish market research pursuant to Part 10, and to identify businesses capable of performing the functions described herein. The government is requesting information regarding the availability and feasibility of attracting firms to support the requirements of THE U.S. DEPARTMENT OF STATE (DOS), Bureau of Overseas Buildings Operations (OBO) for the design/build construction services for a Controlled Access Area (CAA) Renovation and Expansion at US Embassy Kampala, Uganda.

Work Details
The Kampala CAA renovation and expansion shall accommodate program requirements identified in the Space Requirements Program (SRP), including 34 desks and a chancery of 4,576 GSM. The total facility area for the entire project is estimated at 5,554 GSM. Based on advanced planning efforts, OBO is pursuing a renovation, addition, and/or selective improvements to increase the area of CAA space to meet current program requirements, correct tight size office conditions, correct security and zone of control deficiencies identified in a 2014 OIG Report.
It is anticipated that the design solution will require the construction of new CAA space to the northwest of, and connecting to, the existing chancery. The expansion will include a new, properly sized core space and new office space per the Space Requirements Program. Additionally, it is the intent of OBO to address the spaces of the EOB left vacant because of the construction of the new annex (NOX).

Place of Performance
The project will take place at the existing Embassy located on a 3.80 hectares (9.41 acres) site in Kampala, Uganda.
