Sources Sought Notice

Background
The Social Security Administration (SSA) is conducting a market survey/sources sought to help determine the availability and technical capability of qualified businesses. This includes small businesses, 8(a) qualified small businesses, small disadvantaged businesses, women-owned small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses, Historically Underutilized Business Zone small businesses and large businesses capable of providing the requirement. This market survey/sources sought announcement is not a request for quotation/proposal and is not committed to issue a solicitation or award a blanket purchase agreement/contract pursuant to this announcement or based on responses to this announcement. The information from this market research is only for planning purposes and will assist in forming its acquisition strategy. As such, SSA will not entertain questions concerning this notice, and will not pay any costs incurred in the preparation of information used in submitting a response or for SSA’s use of the information. Proprietary information must be clearly identified as proprietary information.

Work Details
The Social Security Administration (SSA) developed an Internet-based Social Security Number (SSN) Replacement Card (iSSNRC) application to improve service to the public. iSSNRC allows U.S. citizens who meet certain criteria to request replacement SSN cards online by completing an application and providing data from their U.S. State-issued drivers’ licenses (DL) or U.S. State-issued identification (ID) cards as evidence of identity. SSA then needs to electronically verify in real-time that the applicant-provided DL or State ID card entered matches the data on the issuing State’s database. The following data elements are verified with the custodian of record: First Name, Last Name, Date of Birth (DOB), State DL or ID Number, State of Issuance, Street Address Line 1, Street Address Line 2 (if present), City, State/Jurisdiction, Zip Code. The SSA has a need to continue these services that electronically verifies U.S. State-issued DL and ID card data directly with the custodian of the record in real time at SSA’s request. The contractor serves as a central point or “hub” to receive data from SSA and to receive data directly from the State/Jurisdiction (i.e. custodian of the record). The same contractor receives both sets of data from SSA and directly from the State/Jurisdiction (i.e., custodian of the record) and then interprets both sets of data and provides a response to SSA in a specified time. There must be no manipulation of the data performed by the contractor or any other party.
