Background
The U.S. Army Contracting Command New Jersey (ACC-NJ) is conducting market research on behalf of Devens RFTA, MA, to identify capable sources for the procurement of a mechanized topsoil screener. The goal is to enhance the quality of topsoil by removing rocks, debris, and roots.

Work Details
The Government requires a tracked or wheeled mechanized topsoil screener with the following specifications:
- **Operation**: Fines passing through the mesh must be conveyed into a stockpile, while overs (larger rocks, roots, and debris) must be discharged into a separate area.
- **Power**: Must be diesel or gasoline powered.
- **Transport and Mobility**: Must be able to be loaded with a bobcat and be towable with a truck or move under its own power.
- **Training**: Operational training for range control personnel is required at the time of delivery.
- **Delivery**: Delivery shall be witnessed and verified by a Government Representative.

Period of Performance
The period of performance for this contract begins on the day of the contract award and continues for 90 days.

Place of Performance
Tasks under this contract shall be performed at Government owned facilities at RFTA Devens South Post Training Area located in Lancaster, MA.

Bidder Requirements
Bidders must confirm their ability to supply the equipment and perform the required training at the designated location in Lancaster, MA. Additionally, all Contractor personnel must pass security requirements as per Fort Devens Provost Marshal’s Policy to gain access to the installation.
