Sources Sought Market Research Notice - ServiceNow BPA This is market research only in accordance with FAR Part 10. This is not a solicitation. THIS IS A SOURCES SOUGHT NOTICE ONLY. This Sources Sought is for informational and planning purposes only and it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. No order/contract/blanket purchase agreement will be awarded based on this announcement. PLEASE DO NOT SUBMIT A QUOTE. A RESPONSE TO THIS SOURCES SOUGHT IS NOT AN OFFER AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. It is not to be construed as a commitment by the Government for any actual procurement of products, materials, or services. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Sources Sought. All costs associated with responding to this Sources Sought are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked and/or not clearly identified. By responding to this Sources Sought, you provide the Government permission to share your submitted capabilities and contract information with other Government organizations in relation to similar requirements for market research purposes. Based on the responses submitted to this Sources Sought, the Government reserves the right to issue all future requests for quotes directly to identified sources via email in accordance with FAR 8.405-3(b)(1)(ii)(B)(2) and/or FAR 8.405-2(c)(3)(iii)(B). The General Services Administration (GSA) Federal Acquisition Service (FAS) Information Technology Category (ITC) is seeking sources who can provide ServiceNow products under the GSA Schedules Program in support of the Department of Health and Human Services (HHS). GSA is considering the establishment of a five-year firm fixed price single award Blanket Purchase Agreement (BPA) in accordance with Federal Acquisition Regulation (FAR) 8.405-3. The intent of this BPA is to provide a more streamlined acquisition process for ordering activities to procure ServiceNow licenses and software maintenance with predictable pricing over the life of the BPA. The U.S. Department of Health and Human Services (HHS) is seeking a single award Blanket Purchase Agreement (BPA) to consolidate multiple Enterprise License Agreements (ELAs) held by different HHS Operational Divisions (OpDivs) and Staff Divisions (StaffDivs). The purpose of this BPA is to leverage the full buying power of HHS and negotiate standardized terms and conditions, as well as consistent per-seat pricing across HHS. The BPA will support simplified ordering, shorter procurement times, access to a wider variety of products, improved visibility over spend, and license allocation best practices. The BPA will be implemented and managed by the General Services Administration (GSA) and will allow HHS to optimize inventory and reduce waste.

The BPA is for ServiceNow software licenses, maintenance, and technical support. It will drive efficiencies and cost savings through easier ordering, shorter procurement times, access to a wider variety of products, improved visibility over license costs, ability to optimize license allocation, license mobility within/across tenants, volume price discounts, optimal terms and conditions, and decreased total cost of ownership. The BPA will have a performance period of one base year and four option years.

The BPA will provide ServiceNow maintenance and technical support services for all existing ServiceNow software licenses in HHS. It will also allow for the acquisition of additional software licenses as needed. The Contractor must be capable of providing all ServiceNow products at required quantities. The BPA includes provisions for major product releases, technical support, access to updates and fixes, upgrade scripts, tax/legal/regulatory updates, and certification with third-party products/versions. Customer support from ServiceNow is available 24/7.

Overall, this BPA aims to streamline the acquisition process for ServiceNow licenses in HHS and provide predictable pricing for the life of the agreement. It will centralize management of ServiceNow maintenance support orders and provide a cost-effective means for HHS to acquire additional licenses. The BPA will be implemented and managed by the GSA, allowing HHS to leverage its buying power for favorable pricing and terms.
