GENERAL NOTES:

    1. This is a SOURCES SOUGHT SYNOPSIS seeking responses to determine market capability among both large and small businesses. This notice is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2.
    2. Proposed project will be a competitive, firm-fixed price contract. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement.
    3. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions.
    4. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Corps. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. The purpose of this notice is to gain knowledge of potentially qualified Small Businesses (SB),8(a), Small Disadvantage Business (SDB), Woman Owned Business, Service-Disabled Veteran Owned Small Business (SDVOSB), or HUBZone prime contractor business sources and their size classifications relative to the North American Industry Classification System (NAICS) code of 331110 - Iron and Steel Mills and Ferroalloy Manufacturing small business size standard is 1,500 employees. The Product Service Code (PSC) is 9640 - iron and steel primary and semifinished products. Depending upon the responses in the small business categories listed above, the solicitation will either be set aside in one of the latter categories or be issued as unrestricted open to both small and large business. Responses to this SOURCES SOUGHT SYNOPSIS are not adequate response to any future solicitation announcement.

PROJECT INFORMATION: LLA Fish Pump - MCC Support Frame

REQUIREMENTS:

  1. Interested firms should submit a capabilities package, limited to five pages.
  2. All interested firms must be registered in SAM (https://www.sam.gov) and remain current for the duration of the contract to be eligible for award of Government contracts.
  3. All submission must include the following:
    1. Firm's name, address, point of contact, phone number, and email address.
    2. Business classification:
      1. i.e., Other Than Small Business (large business), Small Business (SB), Small Disadvantage Business (SDB), Woman-Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, or 8(a) Program.
    3. CAGE code and UEI number.
    4. Firm's Joint Venture Information, if applicable.
    5. And address the following survey questions:
      1. If a solicitation is issued, would you respond/submit an offer?
      2. Have you read the technical specifications and are you reasonably confident your firm can provide the products/services requested, if a solicitation is issued?
      3. Are you able to meet the following certification requirements:
        1. The painting contractor must be certified SSPC QP 3
        2. Coatings inspector must be SSPC-PCI Level 2 or NACE CIP Level 2 for all surface preparation and painting activities
      4. What are the typical lead times for the products listed in the technical specifications?

Prior Government contract work is not required for submitting a response under this sources sought announcement.

The official Synopsis citing a solicitation number will be issued on SAM.Gov inviting firms to register electronically to receive a copy of a solicitation should one be issued.

Background
The LLA Fish Pump - MCC Support Frame project is initiated by the government to enhance the reliability and performance of fish pumps at Lower Granite Lock and Dam. The project aims to ensure uninterrupted fish passage, which is critical for environmental and ecological balance.

This sources sought synopsis seeks to gather information on market capabilities from both large and small businesses in relation to the requirements outlined for this contract. The agency's mission is to improve infrastructure related to water management and environmental protection.

Work Details
The contractor will be responsible for providing a Motor Control Center (MCC) support frame that spans approximately 15ft x 74ft, located on the 4th floor (Elevation 620) of the facility. The frame must be constructed using various materials including:
- ASTM A992 Hot Dipped Galvanized W10x19, totaling 281 ft
- ASTM A36 Hot Dipped Galvanized C6x13, totaling 32 ft
- ASTM A36 Hot Dipped Galvanized MC18x58, totaling 74 ft
- 19-W-4 Hot Dipped Galvanized steel grating, covering 1,073 ft²
- 1/8” thick 1009 Carbon Steel Diamond Plate, covering 1,073 ft²
- Aluminum railings made from ASTM B241 T-6 Schedule 40 Pipe, totaling 180 ft.

Additionally, fasteners such as grating clips, cap screws, A325 bolts (100 units), and adhesive anchors (65 units) are required. All components must be hot dipped galvanized and meet specific welding qualifications as per AWS D1.1.
