THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH AND INFORMATION ONLY THIS IS NOT A REQUEST FOR QUOTE (RFQ) OR PROPOSAL (RFP). NO AWARD WILL BE MADE RESULTING FROM THIS NOTICE

Western Area Power Administration (WAPA), Sierra Nevada Region (SNR) requires a contractor to replace KY1A bushings at their Trinity substation, in accordance with the manufacturer's recommendations.

North American Industry Classification System Code (NAICS) is 811310: Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The small business size standard for this industry is $12.5 million.

The Contractor shall provide all personnel, transportation, equipment, tools, materials, supervision, and other items and services necessary to perform the transformer service as described in the attached Performance Work Statement (PWS). The Contractor shall provide all services including technical services to replace the bushings and ensure the restoration of the system to provide continuous and reliable operation of the transformer. The Contractor shall perform all services in accordance with all applicable federal, state, and local laws and regulations, and original Equipment Manufacturers (OEM) specifications.

Interested parties must be registered and current in the System for Award Management (SAM), representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) for free at http://www.sam.gov/portal/public/SAM/. SAM registration must be complete prior to entering into a BPA.

Background
The Western Area Power Administration (WAPA), part of the U.S. Department of Energy (DOE), is a Federal power marketing administration that markets and delivers reliable, cost-based hydroelectric power and related services to wholesale customers in 15 states.

The Sierra Nevada Region (SNR) serves preference customers in California and is responsible for maintaining and operating a high-voltage transmission system that includes nearly 18 substations and over 884 miles of power transmission lines. This contract aims to replace KY1A bushings at the Trinity substation to ensure continuous and reliable operation of the transformer.

Work Details
The Contractor shall provide all personnel, transportation, equipment, tools, materials, supervision, and other items necessary to perform the transformer service as described in the Performance Work Statement (PWS). Key tasks include:
1. Perform visual inspection of all external tank walls and components;
2. Drain approximately 8,455 UG oil from the transformer into a storage container;
3. Circulate oil through an oil processing trailer for heating, degassing, and dehydration;
4. Conduct insulation power factor and capacitance tests on specified bushings;
5. Remove existing bushings and install new ones provided by WAPA;
6. Pull vacuum for 24 hours;
7. Vacuum-fill transformer with original oil while maintaining specific temperature and dielectric strength requirements;
8. Perform various testing including turns ratio, insulation resistance, oil dielectric strength, and dissolved gas analysis;
9. Pack up work area and demobilize from site.

Period of Performance
The contract period of performance for the Trinity KY1A bushing replacement is between August 1, 2026, and November 30, 2026.
