The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from PRIME CONTRACTORS interested in performing work on a potential design-bid-build construction for the FY24 Kwajalein Air Traffic Control, U.S. Army Kwajalein Atoll (USAKA), Republic of the Marshall Islands.

Project Description:

FY24 Kwajalein Air Traffic Control, U.S. Army Kwajalein Atoll (USAKA), Republic of the Marshall Islands

This firm-fixed price design-bid-build (DBB) Military Construction (MILCON) project includes constructing a new air traffic control tower, airfield operations, and passenger terminal complex to provide virtual communications systems, visual signaling, and other equipment for air traffic control service to aircraft at the airfield located on U.S. Army Garrison Kwajalein Atoll (USAG-KA). The new facility will house navigational aids, equipment systems for the exchange of information between airfields and aircraft, to include air traffic control facilities which provide approach control services to aircraft arriving, departing, and transiting the airspace controlled by the airfield. An airfield operations building and passenger terminal will provide key command, control, safety management, and passenger processing/screening operations for an Air Installation Complex.

The contractor shall furnish all labor, supplies, material, equipment, transportation, and supervision. Project magnitude is $25,000,000 to $100,000,000.

Interested PRIME CONTRACTORS shall submit the following:

1. Your intent to submit a proposal for this project when it is formally advertised.
2. Name of firm with address, phone, and point of contact.
3. DUNS/CAGE code, registered in System for Award Management (SAM) at www.sam.gov
4. Bonding capability for single contract action in the magnitude of this project/
5. Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. The SOC should be no more than two pages in length.
6. In addition to Statement of Capability, provide answers specifically to the following questions:
   1. Has your company performed Air Traffic Control construction?
      1. As a prime contractor?
      2. As a subcontractor?
      3. For a commercial airport? Name of Airport(s)?
      4. For a military base? Name of base(s)?
   2. Has your company ever:
      1. Performed construction in remote location, such as Kwajalein Atoll?
      2. Performed any projects with the U.S. Army Corps of Engineers?

Responses to this sources sought announcement will be used by Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method acquisition.
