Sources sought for USMA Cadet Full Dress Uniform Plume.   2

Background
This solicitation is issued by the United States Military Academy (USMA) for the procurement of Cadet Full Dress Hat Plumes, which are essential components of the cadet uniform.
The goal of this contract is to provide high-quality plumes that meet specific design and performance criteria as directed by the West Point Superintendent.

Work Details
The contract involves the manufacture and delivery of SHAKO FLOWING FEATHER PLUMES with the following specifications:
1. HEIGHT: 16 inches overall from top of feather to end of longest feather (+ or – 1 inch tolerance).
2. SUPPORT WIRE: 12-1/2 inches in length.
3. FEATHER: Rooster Coque – Domestic feathers with varying lengths of 3-7 inches that should flow with the plume socket wire.
4. COLOR: Iridescent Black.
5. WEIGHT: Not less than 3 ounces or not more than six ounces in total weight.
6. APPEARANCE: Full and round with an average diameter of 3-4 inches along the full length of the plume, with bottom feathers flowing past the plume socket wire by at least ½ inch.
7. PACKAGING: Each plume must come with a durable, reusable storage tube measuring 2 1/2 to 3 inches in diameter.
8. QUANTITY: 1,350 each for both base year items (0001 and 1001).

The products will be delivered to the United States Military Academy at West Point, New York.
