Background
The solicitation is for technical, engineering, installation, and manufacturing support for the Aircraft Instrumentation Division (AID) within the Naval Air Warfare Center Aircraft Division (NAWCAD). AID is responsible for designing, developing, procuring, building, installing, testing and evaluating, calibrating, modifying, operating and maintaining instrumentation on aircraft and uninstalled engines for various customers including the Navy and other Government, commercial and foreign Government customers. AID also provides technical consultation to NAVAIR, Department of Defense (DoD), and other Government agencies. The division performs engineering design, technology investigations, and responsive development to support Research Development Test & Evaluation (RDT&E) and fleet requirements for instrumentation.

Work Details
The work includes supporting the DoD IA certification and accreditation process by assisting in developing and maintaining a cyber security program that includes architecture, requirements, objectives, policies, personnel, processes, and procedures. It also involves monitoring compliance with cyber security policy and participating in the development and implementation of policies, procedures, and standards related to information security, privacy, and incident response.
Additionally, the contract requires maintenance of IA certification and accreditation documentation for network and standalone servers, workstations, and network access terminals. Other tasks include supporting integration, engineering interface, future planning efforts related to information assurance certification, and accreditation.
The acquisition specialist will support the development of program acquisition documentation such as Acquisition Plans (AP), Acquisition Strategy Reports (ASR), Procurement Initiation Document (PID), Statement of Work (SOW), funding documents, Contract Data Requirements Lists (CDRLs), and Acquisition Program Baseline Agreements (APBA).
The material coordinator will perform technical supply management work related to the flow of material within or between departments. This includes aspects such as purchasing, receiving storage tracking disposal.
The shipping and receiving clerk will handle incoming shipments while the supply tech will perform most aspects of technical supply management work including purchasing receiving storage tracking disposal.
The tool and parts attendant will receive store issue hand tools machine tools dies equipment such as measuring devices in an industrial establishment.
The facility support tech III will support minor maintenance repair of facilities including mechanical plumbing electrical painting drywall cleanliness.
The laborer will perform tasks involving little or no specialized skill or prior work experience such as loading unloading trucks moving supplies materials office equipment stacking material collecting refuse salvageable materials providing lab support retrieving organizing prepping moving materials.
The management analyst will apply knowledge of management functions processes analytical methods or techniques to gather analyze evaluate information required by program or project managers customers.

The place of performance is primarily at Patuxent River MD.
