This is a Sources Sought announcement only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation because there is no bid package or solicitation available. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.

Naval Facilities Engineering Systems Command (NAVFAC) Pacific, Construction Contracts Division, is seeking to package two (2) projects into a single contract for the construction (design-build) of Andersen Housing Phase IX and X in Andersen Guam. Projects are to construct 178 duplex units total of three bedroom or four bedroom single-story family houses and single family houses for enlisted personnel to support the housing requirement of the military personnel at Marine Corps Base (MCB) Camp Blaz and Andersen Air Force Base (AAFB). Phase IX will construct up to 136 family units; Phase X will construct up to 42 family units. The houses will be reinforced concrete roofs, walls, frames, and floors supported by concrete spread footings. The houses are designed to withstand the hot and humid environment of Guam, typhoon winds and strong earthquakes.

The North American Industry Classification System (NAICS) may include Subsection 236116 New Multifamily Housing Construction. The magnitude of construction for this project is anticipated to be between $250,000,000 and $500,000,000. The estimated completion time is 1,428 days.

NAVFAC Pacific is considering the potential use of Project Labor Agreements (PLA) for the above titled project. A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as described in 29 U.S.C. 158(f).

Federal Acquisition Regulation (FAR) Policy states: Project Labor Agreement (PLA) is a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of a project labor agreements in connection with large-scale construction projects. An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will (1) advance the Federal Government's interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and (2) be consistent with the law. Reference is made to provision, FAR 52.222-33 Notice of Requirement for Project Labor Agreement, and to clause, FAR 52.222-34 Project Labor Agreement.

In consideration of the above factors, and any others which may be deemed appropriate, the construction community is invited to comment on the use of PLAs for this project. Of particular interest to the Government requests completion of the attached Project Details.

Interested sources having the capability to perform this work are invited to submit a completed questionnaire and qualifications, limited to 15 pages (8-1/2 x 11 , duplex), by 16 October 2023, 2:00 p.m., HST. The market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. NO TELEPHONE CALLS OR FACSIMILES WILL BE ACCEPTED. Responses received after the deadline or without the required information will not be considered. Since this is a Sources Sought announcement only, evaluation letters will be not be issued to any respondent.
