The U.S. Army Contracting Command-Detroit (ACC-DTA) is issuing this market survey questionnaire to obtain information on industry capability to satisfy U.S. Army and Foreign Military Sales (FMS) requirements for support of existing Automotive Gas Turbine (AGT) 1500 engines. The survey is intended to measure the level of industry interest in determining the appropriate acquisition strategy for a potential future acquisition. The potential acquisition is for Fiscal Year (FY) 26 through 2nd Quarter FY28, to be awarded a hybrid Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) contract.

This Market Survey neither constitutes a Request for Proposal (RFP) or Invitation to Bid, nor does it restrict the Government to an ultimate acquisition approach. Additionally, as a Market Survey, this inquiry does not bind the Government to solicit for or award a competitive contract. Participation in this survey is also wholly voluntary on the part of the contractor, as no reimbursements will be made to any contractor for ANY costs associated with their participation in the survey.

Background
The U.S. Army Contracting Command-Detroit (ACC-DTA) is issuing this market survey questionnaire to obtain information on industry capability to satisfy U.S. Army and Foreign Military Sales (FMS) requirements for support of existing Automotive Gas Turbine (AGT) 1500 engines. The survey is intended to measure the level of industry interest in determining the appropriate acquisition strategy for a potential future acquisition. The potential acquisition is for Fiscal Year (FY) 26 through 2nd Quarter FY28, to be awarded a hybrid Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) contract.

Work Details
The purpose of this Market Survey questionnaire is to obtain information on industry capability to satisfy United States (U.S.) Army and Foreign Military Sales (FMS) requirements for support of existing Automotive Gas Turbine (AGT) 1500 engines. Support requirements include integrated services that span from engineering, quality, technical support, logistics, project management services, Field Service Engineer (FSE) support, data collection, management and analysis, and total supply chain management to include forecasting, planning and procuring a discrete list of parts based on demand, usage rate, fleet age, and failure rates; management of supplier base; material and warehouse management; and overhaul production support for engine component repairs, the AGT 1500 engine overhaul line, and FMS requirements at Anniston Army Depot (ANAD). Specific performance requirements include technical and quality assistance to support the Digital Electronic Control Unit (DECU), improving ANAD AGT 1500 engine overhaul processes, integrated data collection and management, knowledge of AGT1500 Engine Technical Data Package (TDP), electronic maintenance work instructions to overhaul the AGT 1500 engine to specifications using the tailored Electronic Manufacturing Operations and Tooling (eMOT) system for repair and overhaul of four modules and external components, root cause corrective action analyses of field problems and testing issues, demand management and parts planning for the AGT1500 Engine Bill of Materials based on usage rates and lead times, procurement and supply required AGT1500 Engine Bill of Material hardware to support the AGT 1500 engine overhaul, reset and condition-based overhaul programs at ANAD according to production schedule as well as to support field demands to maintain readiness for unit level replacement parts and spares, integrated supply chain management for all engine components including management of supplier base, accurate forecasting of AGT1500 Engine parts requirements, receipt and issue of assets to required delivery schedule, inventory management including receipt of inventory, accountability, kitting support for new and reclaimed hardware required to support the AGT 1500 engine overhaul line at ANAD and field demands.

The Market Survey Questionnaire requests initial responses including a brief company description summarizing the organization’s history and pertinent industry experience; an executive summary of the information submitted in response; Point(s)-of-Contact with associated contact information; answers to specific questions regarding knowledge of AGT 1500 engine interactions with Abrams vehicle, qualifications in manufacturing or repairing AGT 1500 engines, experience with DECU including software updates and configuration management capabilities; rights to AGT1500 technical data; transition time required; quality control measures in place; experience with Government Source Inspection, Critical Safety Items, Occupational Safety and Health Administration standards; number of employees; annual revenue; registration in SAM and WAWF systems; experience in partnering with Government repair depots; how they would meet the requirement.

Period of Performance
The potential acquisition is for Fiscal Year (FY) 26 through 2nd Quarter FY28.

Place of Performance
The performance requirements are intended for support at Anniston Army Depot (ANAD), multiple continental United States (CONUS) locations as well as outside the continental United States (OCONUS) locations including Foreign Military Sales countries/customers.
