Description

The Marine Corps Installations East / Marine Corps Air Station (MCAS) New River Aircraft Rescue and Firefighting department is conducting a market survey to identify potential sources capable of providing on-base fire extinguisher maintenance services to be performed on MCAS New River, NC.

This sources sought notice is for INFORMATIONAL purposes only and does not constitute a solicitation for proposals or quotes. This notice is intended to identify potential sources capable of providing the required services, and their corresponding business size. No contract will be awarded based on responses to this notice. Responses to this notice will be used solely for market research and planning purposes, and no response will be returned.

This requirement is for non-personal support services to perform 6 and 12-year maintenance, and hydrostatic testing on Halotron 150lb fire extinguishers. The service must be performed on MCAS New River.

The applicable NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance. The corresponding Small Business Size Standard is $12.5 million.

To assist in determining the availability of sources, interested vendors shall provide the following information:

1. Company name, address, and point of contact (including phone number and email).
2. Cage Code and Unique Entity Identifier (UEID). Cage Code and UIED must be registered on the Systems for Award Management (https://www.sam.gov).
3. A brief description of the company's capabilities in performing the required services (including the ability to perform all services on-base).
4. Company's size classification under NAICS 811310. If the size classification is small, indicate of the company is certified under Section 8(a) of the Small Business Act, HubZone certified, Service-Disabled Veteran Owned certified, Woman Owned Small Business certified, or Small Disadvantaged Business certified.
5. If services have been performed on any relevant federal government contracts. If so, provide the Agency Name, Point of Contact, and contract number(s).
6. Any other supporting documentation.

Background
The Marine Corps Installations East / Marine Corps Air Station (MCAS) New River is seeking potential sources for on-base fire extinguisher maintenance services. This market survey aims to identify capable vendors for non-personal support services, specifically for the maintenance and hydrostatic testing of Halotron 150-pound fire extinguishers. The goal is to ensure the operational readiness and safety of the fire extinguishers used at MCAS New River, NC.

Work Details
The contractor will be responsible for the maintenance, repair, and recharge of 140 Halotron 150-pound flightline fire extinguishers located at MCAS New River. Services include:
1. Six-Year Maintenance: Conducting internal/external examinations, maintenance, and repairs as per manufacturer specifications.
2. Twelve-Year Hydrostatic Testing: Performing hydrostatic testing, external/internal examinations, maintenance, repair, refill, and recharge of the extinguishers. Clean Agent must be reclaimed for recharging; additional agent must be provided if necessary.
3. Inspection Tags: Affixing inspection tags post-maintenance that document service details and approvals.
4. Final Report: Providing a detailed report within five business days after service completion that outlines repairs made and testing results.
5. Warranty: Each repair must be warranted for a minimum of six months; compliance with manufacturer warranties is required.
