Description

This is a SMALL BUSINESS SOURCES SOUGHT NOTICE. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, and women-owned small business), that can assist the Centers for Medicare and Medicaid Services (CMS) in managing the requirement as described in Attachment 1, Draft Statement of Work (SOW). The information from this market research will assist the CMS in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered small business under the NAICS code 541611 should not submit a response to this notice.

Background
The Centers for Medicare & Medicaid Services (CMS) Emergency Preparedness and Response Operations (EPRO) directs and coordinates CMS programs for continuity of operations, pandemic, and emergency preparedness, response and recovery. EPRO works with HHS and other federal departments and agencies, beneficiaries, health care providers, and other stakeholders in carrying out these programs. EPRO establishes policies, procedures, and operational plans, conducts evaluations, and conducts training, testing, and exercises to ensure CMS preparedness and workforce readiness to respond to natural disasters, manmade incidents, and public health emergencies.

Work Details
The contractor is required to provide support services for the Agency's strategic and operational emergency preparedness, response, and recovery activities. This includes the continuation of essential functions of developing and facilitating plans, procedures, related documentation, administration and management support services, communications support services, technology enablement support operations,
emergency management support services including watch desk support operations,
planning support operations for emergency management and continuity planning support. Additionally,
the contractor is expected to provide technology enablement support operations for test,
training & exercises (TT&E) support operations as well as essential records management.
