Description

This is a Sources Sought announcement to determine the interest, availability, and capability of potential contractors for calibration, maintenance, inspection, and repair for industrial hygiene noise monitoring equipment. It is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS.

The U.S. Army Corps of Engineers, New England District desires to identify contractors capable of providing calibration, maintenance, inspection, and repair of noise equipment. The NAICS code for this procurement is 541380 (size standard $19,000,000). The current intent is to initially solicit one Request for Quotations later this fiscal year.

THE WORK CONSISTS OF: Perform calibration, maintenance, inspection, repair, from an A2LA accredited laboratory for industrial hygiene noise monitoring equipment used to support occupational safety and health compliance, employee exposure monitoring, hearing conservation, and workplace hazard assessments. The equipment must remain in full operational condition and maintain manufacturer specifications to ensure accurate, defensible, and legally supportable occupational exposure monitoring results. All services must comply with applicable Department of Defense, Army, USACE, OSHA, ANSI, A2LA and manufacturer requirements.

The contractor shall furnish all labor, materials, equipment, replacement parts, shipping, technical expertise, accredited calibration services, preventive maintenance, diagnostics, and repair necessary for eight (8) total Government-owned industrial hygiene equipment/units.

Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, and if the Government still plans to proceed with the acquisition, a solicitation will be issued. NO SOLICITATION/SYNOPSIS IS CURRENTLY AVAILABLE. All interested vendors will have the opportunity to respond to the solicitation announcement at a later time.

Scope Information:

The vendor will ensure that all noise equipment is kept serviceable and in compliance with all regulations governing DoD, Army, USACE, OSHA, ANSI, A2LA, and manufacturer recommendations. Any deficiencies noted will be reported to the USACE TPOC. The contractor must provide the following services:

    1. Accredited Calibration Services
      • Perform complete laboratory calibration services in accordance with Manufacturer specifications and recommended calibration procedures, ANSI applicable standards, Department of Defense Hearing Conservation Program requirements, A2LA Calibration Laboratory Accreditation Program, ISO/IEC 17025 accredited calibration laboratory requirements, calibration traceable to NIST standards.
      • The Contractor's calibration laboratory shall maintain current A2LA and ISO/IEC 17025 accreditation for the scope of services provided.
      • Evidence of trained personnel, qualified signatories, and validated calibration procedures
      • Documentation of before/after data adjustments and adherence to ISO/IEC 17025 reporting requirements
      • Calibration services shall include:
        • Full functional verification
        • As Found condition documentation
        • As Left condition documentation
        • Adjustment and recalibration as necessary
        • Final acceptance testing confirming operational readiness
        • Date of issue shall be listed per ISO/IEC 17025: 2017 section 7.8.2.1.
        • Documentation ensuring all acoustic measurements are traceable to national (NIST) or international standards
        • Calculation and documentation of measurement uncertainty, accounting for factors like temperature, humidity, and barometric pressure.
        • Date that the report/certificate was formally issued
        • The method must be properly identified on certificates of calibration per ISO 17025 7.8.2.1.f.
      • Update the unit's calibration history on the online account.
      • Provide the USACE TPOC with manufacturer recall information for the units under this contract.
      • Provide a Point of Contact (POC) to answer questions and address issues.
    2. Preventative Maintenance
      • The contractor shall inspect, maintain, clean, and restore all equipment to full operational readiness in accordance with manufacturer's recommendations.
    3. Repair Services
      • The contractor shall diagnose malfunctioning equipment, provide written repair estimates for Government approval, use only manufacturer-approved parts, and verify proper operation after repair.
      • When an instrument requires adjustment or repair, the before/after date must be properly listed per ISO 17025 7.8.4.1.d.

Responses:

In order to assess your capability to perform this contract adequately, interested firms should submit a capabilities package to include, at a minimum, the following:

1) Firm's name, address, point-of-contact, phone number, email address, CAGE and DUNS number.

2) Business classification (e.g., 8(a), HUBzone, woman-owned small business (WOSB). veteran-owned small business (VOSB), Service-disabled veteran-owned small business (SDVOSB), small business or none of these).

3) Name of any subcontractors that would be proposed to team with the prime firm and their expected role.

4) Size of firm and those firms on the team.

5) Information on the general experience and capabilities of your firm and team.

The Government will not pay for any material provided in response to this market survey nor return the data provided. This is not a request to be placed on a solicitation mailing list nor is it a Request for Quote (RFQ) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
