Janitorial services for the Mike Monroney Aeronautical Center (MMAC) located in Oklahoma City, OK. The janitorial services contract will provide, maintain, and manage all janitorial supplies, tools, equipment and labor necessary to service approximately 1.8 million square foot of space in 91 occupied and unoccupied buildings, tunnels and overhead walkways at the MMAC. The proposed contract is a follow-on to the existing janitorial services contract which expires June 30th 2022.
Janitorial services at the MMAC have been provided through the SourceAmerica Program (formerly AbilityOne Program). SourceAmerica is a statutorily mandated source per FAA procurement policy found in AMS 3.8.4.2 and Procurement Guidance T3.8.4.

Background
FAA's Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK is procuring a follow-on janitorial services contract to provide, maintain, and manage all janitorial supplies, tools, equipment, and labor for approximately 1.8 million square feet of space across 91 occupied and unoccupied buildings, tunnels, and overhead walkways.
This requirement is a statutorily mandated SourceAmerica set-aside per FAA procurement policy AMS 3.8.4.2 and Procurement Guidance T3.8.4.

Work Details
Contractor shall provide all manpower, equipment, and supplies necessary to perform janitorial services as detailed in the Performance Work Statement (PWS) dated February 24, 2022.
Tasks include:
- Floor maintenance (Levels I–IV, 12 months)
- Walls, ceilings, and fixtures cleaning (Levels I–IV, 12 months)
- Restroom cleaning (Levels I–IV, 12 months)
- General cleaning (Levels I–IV, 12 months)
- Appliance cleaning (Levels I–IV, 12 months)
- Double service (Levels I–IV, 12 months)
- Periodic floor maintenance (Levels I–IV, 12 months)
- Recycling program (Levels I–IV, 12 months)
- Pandemic Services Level 2 Enhanced Cleaning (by square footage)
- Pandemic Services Level 3 Enhanced Cleaning (by square footage)
- Additional services and materials over and above (cost-reimbursable, NTE specified amounts)
- Key personnel support (monthly)

The contractor must also comply with emergency and evacuation procedures, quality surveillance, environmental, safety, and security requirements, and use the automated work request system.

Base period: July 1, 2022 to June 30, 2023
Option 1: July 1, 2023 to June 30, 2024
Option 2: July 1, 2024 to June 30, 2025
Option 3: July 1, 2025 to June 30, 2026
Option 4: July 1, 2026 to June 30, 2027

including approximately 91 occupied and unoccupied buildings, tunnels, and overhead walkways within the MMAC campus.

Bidder Requirements
This is a statutory SourceAmerica set-aside; only SourceAmerica nonprofit agencies may compete.
Offerors must nominate key supervisory and janitorial personnel for CO/COR approval per FAA Order 1600.69C.
All contractor employees requiring unescorted access to FAA facilities or Sensitive Unclassified Information must be authorized by the FAA Office of Personnel Security (AXP), complete background investigations via the Vendor Applicant Process (VAP), and obtain Interim or Final Suitability and PIV credentials.
Contractor must obtain any required Federal, State, or municipal permits and licenses and provide on-site supervision of all contract personnel.
