Source Sought Notice - Construction of Base Operations and Mobility Center at Offutt AFB, Nebraska

Background
The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify potential prime construction contractors with bonding capability of at least $115M for the construction of a Base Operations and Mobility Center at Offutt Air Force Base (OAFB), Nebraska.

This project aims to enhance the operational capabilities of the base through the development of new facilities funded primarily with MILCON-appropriated dollars.

Work Details
The project involves demolishing existing facilities and constructing a new two-story Base Operations & Mobility Center approximately 10,500 square meters in size.

Supporting tasks include:
- Constructing a concrete cargo pad
- Installing airfield lighting controls
- Providing all necessary site utilities
- Installing a standalone generator for operational needs.

The facilities must comply with AFI 16-1404 requirements and be designed as permanent structures following DoD Unified Facilities Criteria (UFC) standards. Sustainable construction materials and techniques are to be utilized where feasible. Additionally, contractors may need to adhere to Cybersecurity Maturity Model Certification (CMMC) standards. Special considerations include integration with active airfield operations and potential demolition of hazardous materials.

1050 calendar days from construction Notice to Proceed (NTP).
