Los Angeles District has been tasked to solicit and award an Optimized Remediation Contract (ORC) at Air Force Plant 44, Arizona, Davis-Monthan Air Force Base, Arizona and Nellis Air Force base, Nevada. The range of activities includes investigation, design, construction of remedial systems, operation and maintenance of established remedies, optimization at applicable sites, and achievement of site-specific objectives. The Contractor shall undertake Environmental Remediation activities to achieve Performance Objectives (POs) at seventeen (17) Installation Restoration Program (IRP) sites and ten (10) Military Munitions Response Program (MMRP) sites. The North American Industry Classification System Code for this procurement will be 562910 Remediation Services.The proposed project will be a competitive, firm-fixed price, contract pursuant to RFO FAR Part 15, Contracting by Negotiation.The government intends to issue a solicitation; however, the results and analysis of the market research will finalize the determination of the set aside decision. The type of set-aside decision(s) to be issued will depend upon the responses to this notice.The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of industry to include both the Large Business (LB) and the Small Business (SB) Community (including SB subcategories). The SB subcategories include the following: 8(a) Concerns certified by the Small Business Administration, Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Woman Owned Small Businesses (WOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Remediation activities will include, but not be limited to: (1) Maintain established IRP and MMRP site remedies (2) Optimize remedies at applicable IRP sites for increased efficiencies(3) Achieve site-specific objectivesThe estimated contract duration is 10 years.Minimum capabilities required include the following: Past performance demonstrating success with ORC type work, similar to the work described above. Firms response to this Synopsis shall be limited to 5 pages and shall include the following information:1. Firms name, address, point of contact, phone number, and e-mail address.2. Firms interest in bidding on the solicitation when it is issued.3. Provide one (1) example project that meets all of the criteria below, or up to three (3) example projects that reflects firms capability to perform a contract similar in scope and complexity to this requirement, and meets the criteria below. All projects should be within the last 5 years and should be complete or substantially complete. ? At least one of the provided projects should be over $15 million dollars and the other projects should not be less than $10 million to better reflect a comparable magnitude as the upcoming project.? At least one example of a past project completed under a performance-based remediation contract (with milestone-based payments). The project must demonstrate your firms success in environmental remediation, specifically including remedy maintenance, site optimization, and achieving Response Complete (RC)/Site Closure (SC) across multiple sites. ? There will not be any progress payments until milestones are achieved.? At least one of the example projects will be a performance-based remediation project with successful experience working with Arizona and Nevada regulatory agencies (United States Environmental Protection Agency (USEPA) Region 9, Arizona Department of Environmental Quality (ADEQ), Nevada Department of Environmental Protection (NDEP))? The government is looking for prior experience that has similar scope, magnitude or other similar aspects with the sources sought notice that was issued for the upcoming subject RFP for the Arizona Nevada (AZ/NV) Optimized Remediation Contract (ORC) at Air Force Plant 44, AZ; Nellis Air Force Base, NV, and Davis-Monthan Air Force Base, AZ for Environmental Remediation activities to achieve Performance Objectives (POs) at 17 Installation Restoration Program (IRP) sites and 10 Military Munitions Response Program (MMRP) sites for the AZ/NV ORC. This will be a performance-based contract, and progress payments will not be made. Contractors are advised that payments will be made after completion of specific milestones identified in the RFP package. It gives the government greater confidence in the contractors ability to negotiate with state regulators in order to get approval on their planned remedial activity or strategy.4. Experience working with regulatory agencies in Arizona and Nevada is required.
Bidders must also indicate their business size category (Large Business, Small Business, Certified SBA 8(a), HUBZone, SDVOSB, or WOSB) and provide information on any existing joint ventures or teaming arrangements.
