This pre-solicitation notice provides notice of the Government's intent to issue a solicitation for repairs and upgrades to buildings in Comayagua, Honduras (Soto Cano Air Base). The sources sought notice was W912QM-24-R-0002.

Place of performance: The work to be performed under this contract will be performed at A-401, ASA MWR Community Activity Center, otherwise known as the Last Resort and Building A-402 ASA MWR Recreational Center.

Period of Performance: 30 calendar days after the Contractor receives the award, and the project shall be completed in 180 calendar days after the Notice to Proceed or less from receipt of contract award. The 210-calendar day period includes the time for mobilization, demobilization, and clean-up of the site area.

Order of Magnitude: Between $250,000 and $500,000 IAW FAR 36.204(e)

Competition Procedures: Full and Open (unrestricted).

Basis of Award: Lowest Price Technically Acceptable (LPTA)

Contract Type: Firm-Fixed-Price

The synopsis will be posted for at least fifteen (15) days.

The Government will make the site available for visits. Interested offerors are urged and expected to visit the project site. The site visit will allow offerors to:

• Inspect the site conditions: Familiarize yourself with the physical location, existing structures, utilities, and any access limitations.
• Assess logistical considerations: Evaluate factors that may impact construction, such as staging areas, material storage, and waste disposal.
• Gather project-specific information: Gain a better understanding of the project requirements and potential challenges.

NOTE: Base access requires an approved entrance pass (pass request attached to this pre-solicitation). Offerors wishing to access the base must complete section 1 and return the form with a photocopy of front and back of I.D. card or passport to the contact listed below no later than July 15, 2024 for processing and approval.

Attendance at the site visit is not mandatory.

Failure to attend the site visit will not be a factor in the evaluation of proposals.

However, the Government strongly encourages all interested offerors to visit the site to fully understand the project requirements and prepare a competitive proposal.

On or about July 29, 2024, the Government plans to post the solicitation on http://sam.gov. No paper copies will be mailed. Once posted, offerors will have approximately fifteen (15) days to submit proposals. All dates are subject to change.

The Question and Answer (Q&A) period opens with the posting of the solicitation and ends on the date specified in Section L of the solicitation. All announcements and amendments made to the solicitation will be posted to http://sam.gov. Only emails following the Q&A instructions in Section L of the solicitation will be accepted. No other emails or phone calls will be accepted.

Offerors shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform the required work in Honduras. Offerors shall be registered in the System for Award Management (SAM) in order to be eligible for award.
