INTRODUCTION:
The U.S. Army Corps of Engineers, Detroit District, is issuing this Sources Sought notice and conducting market research as a means to identify the interest and capabilities of both small and large business entities to provide industrial maintenance services to the Soo Project Office (SPO) in Sault Ste. Marie, Michigan.
No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments.
BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
PROJECT DESCRIPTION:
Industrial maintenance services under this contract shall include, but are not limited to, the following items: elevator repair/inspection, hazardous material abatement / remediation, HVAC system inspections and maintenance, air compressor maintenance and repair. The Contractor and/or any of their subcontractors shall be fully licensed to perform the services requested of them, as specified by the relevant governing body or standard and all work shall be completed in accordance with all applicable regulations, including OSHA and EM 385-1-1 requirements. Required work under this contract may include the following:
- Elevator Maintenance, Repair, and Inspections: Elevator systems at the SPO have exhibited repeated malfunctions, specific component failures, and a lack of current code compliance. The structures where these elevators are located are on the historic register, therefore the elevator systems are antiquated and require specialized maintenance. Repairs and maintenance are required to ensure safe and reliable transportation for personnel and equipment. The Contractor will need to provide required materials and labor to perform routine maintenance, repairs, and inspections of the aforementioned elevators. If applicable, modernization may be pursued if it reduces future maintenance requirements.
- Hazardous Material Testing, Abatement, and Remediation: The Soo Locks have been operating as a navigation facility for more than 150 years, and as a result there are multiple hazardous materials throughout the facility that may require abatement or remediation before repair work can proceed. The Contractor shall remediate identified hazardous materials in accordance with all applicable regulations, including OSHA and EM 385-1-1 requirements. Testing may be required to confirm type of material and continued compliance with exposure limits.
- HVAC System Maintenance: The SPO operates out of several buildings located around the 600-acre facility, each of which has its own independent heating, ventilation, and air-conditioning system. Some of these systems require skilled technicians to troubleshoot and perform repairs when issues arise. This work may include, but is not limited to, the following: testing, adjusting, and balancing; control system troubleshooting and repair; routine preventative maintenance; procurement and installation of new equipment.
- Air Compressor Maintenance: The SPO operates three large air compressors on the facility during the winter months to supply air to curtain wall and point source bubblers around moving machinery in the navigation locks, preventing sheet ice from forming on the water surface and obstructing operations. These air compressors are nearing 10 years old and have specialized maintenance needs. The Contractor will provide qualified technicians to perform maintenance required on the aforementioned air compressors. Routine maintenance items are usually handled in-house, but more complex issues requiring special expertise will fall under the scope of this contract.
- Electrical Maintenance: The Contractor will provide licensed electricians capable of performing various electrical maintenance tasks throughout the facility. Electricians shall be licensed to perform their work through the relevant licensing body.
The anticipated period of performance is up to five (5) years.
The North American Industrial Classification System (NAICS) code is 561210 Facilities Support Services, which has a small business size standard of $47 million. The Product Service Code (PSC) is Z1EZ Maintenance Of Other Industrial Buildings. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify the firm's business size in the attached questionnaire. Small business firms interested in performing this work are strongly urged to respond to this Notice. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions.

Work Details
The industrial maintenance services required under this contract include:
