Background
The Joint Special Operations Task Force - Somalia (JSOTF-SOM) and its subordinate commands require three Cultural/Political Advisors to maintain contact with members of the Federal Government of Somalia (FGS), as well as civic and tribal leaders at various levels of government. This initiative aims to enhance JSOTF-SOM's operational effectiveness by providing insights into local customs, history, cultural routines, tribal dynamics, and the socio-cultural context relevant to their operations. The advisors will also facilitate communication between JSOTF-SOM leadership and the Government of Somalia, ensuring a better understanding of cultural and political nuances.

Work Details
The contractors will be responsible for:
1. Serving as Somali Cultural/Political Advisors to JSOTF-SOM.
2. Advising and assisting JSOTF-SOM Senior Leadership during interactions with the FGS.
3. Providing Somali to English / English to Somali linguist capabilities.
4. Arranging and facilitating high-level key leader engagements.
5. Offering cultural context necessary for successful mission execution. The contractor must provide all necessary equipment, tools, materials, and other items required for these services, except those specified as Government Furnished Equipment.

Period of Performance
The contract is expected to commence on September 26, 2026, and will involve a total performance duration of 12 months for each of the three advisors.

Place of Performance
Mogadishu, Somalia

Bidder Requirements
Bidders must demonstrate:
1. A minimum of three years of work experience as a cultural advisor in Somalia.
2. An active TS/SCI security clearance.
3. Interagency Language Roundtable level 3 proficiency in both English and Somali. Additionally, bidders are required to submit a Past Performance Questionnaire with evidence of at least two but no more than three recent examples of relevant federal contracts.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on contract H9227624P0023, awarded to Legal Interpreting Services for $1,453,819 (03/14/24–09/25/26), which also required three cultural/political advisors. The current requirement similarly calls for three Somali cultural/political advisors supporting JSOTF-SOM engagement with the Federal Government of Somalia and civic/tribal leaders, including cultural context and Somali-to-English/English-to-Somali language support. The overlap in staffing level and advisor functions suggests the new effort may be a continuation or follow-on of the prior advisory support.
