Solidworks 2022

The Defense Microelectronics Activity (DMEA) is seeking to purchase SolidWorks licenses subscription service to ensure continued support of the SolidWorks design environment. SolidWorks is a 3D modeling computer-aided design software package that includes analytical tools to simulate physical behavior. The estimated total price of this procurement is $12,632.20. The justification for limited source procurement is based on the fact that SolidWorks is unique and highly specialized, and switching brands would require a large time investment to convert existing projects and additional user training. The software has been in use at DMEA since December 2015 and was originally procured from Go Engineer for use by General Dynamic Mission Systems, Inc.

The scope of work for this contract includes providing software licensing, updates, enhancements, upgrades, and remote technical support for the SolidWorks software suite products. The contractor will be responsible for providing bug fix releases and minor enhancement releases, as well as telephone and electronic support services to DMEA design engineers, system administrators, and users. The contractor will also provide access to an online database with technical resources and a technical support center staffed by experienced design engineers. The place of performance for this contract is DMEA's MEAB Integration Branch located at 4234 54th Street, McClellan, CA 95652.

Market research conducted for this procurement found that the required licenses and subscription service are proprietary to Dassault Systemes SolidWorks Corporation but are available for procurement on DOD BPA ESI# N66001-21-A-0029 under GSA contract # GS-35F-465GA via the sole authorized reseller, Lyme Computer Systems, Inc. Future requirements will include market research to identify any additional sources to increase competition. The contracting officer certifies that this justification is accurate and complete to the best of their knowledge and belief.
