Background
The Federal Bureau of Prisons, specifically the Field Acquisition Office in Grand Prairie, Texas, is seeking to award a contract for Solid Waste Removal Services at the Federal Correctional Institution (FCI) Phoenix located in Phoenix, Arizona. The goal of this contract is to ensure efficient and compliant waste management within the facility, adhering to all relevant federal, state, and local regulations regarding solid waste disposal.

Work Details
The contractor will provide solid waste removal services at four designated locations within FCI Phoenix. The services include:

1. **Location A: Food Service Loading Dock** - A self-contained 34 cubic yard compactor will be emptied twice a week (104 times per year), with an average load weight of 13 tons. The contractor must supply two compactors for operational efficiency due to security protocols.

2. **Location B: Mesa Housing Unit** - A self-contained 34 cubic yard compactor will be emptied bi-weekly (26 times per year), with an average load weight of 9 tons.

3. **Location C: Federal Prison Camp** - A self-contained 34 cubic yard compactor will be emptied weekly (52 times per year), with an average load weight of 6 tons.

4. **Location D: Lay-down Yard** - Two open top containers (40 cubic yards each) will be emptied monthly (12 times per year), with an average load weight of 9 tons per container.

The contractor is responsible for maintaining the compactors and ensuring compliance with all safety and operational standards. Special pickups may be requested on a 'Will Call' basis as needed.

Period of Performance
The contract will commence upon award and is structured as an indefinite delivery requirements type contract with firm fixed pricing for a base period followed by four one-year option periods, totaling up to five years.
