This is a non-personal services contract to provide services necessary to perform integrated solid waste management by picking up, collecting, segregating, transporting, removing, recycling, and disposing of all waste generated from Osan AB. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government. All sources may submit a quote as applicable. However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), precludes the U.S. Government from granting Invited Contractor or Technical Representative status to any offeror, for this requirement. All sources submitting a quote, as applicable, including U.S. sources, must already have, or obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Korea as a local source, must submit adequate verification in its initial quote, that it has the requisite authorization and capacity to compete for the requirement as a local source, and to perform the contract as a local source. If an initial quotation does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror qualifies as a local source shall be determined by the Contracting Officer. Background
This contract is issued by the United States Government for services necessary to perform integrated solid waste management at Osan Air Base (AB) in the Republic of Korea (ROK). The mission of this contract is to ensure the safe, healthy, and timely removal of waste generated from Osan AB, while complying with local laws and regulations regarding cleanliness, public health, and environmental standards. The contractor will be responsible for managing waste removal operations without direct supervision from the Government.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items necessary to perform integrated solid waste management. This includes:

- Picking up
- Collecting
- Segregating
- Transporting
- Removing
- Recycling
- Disposing of all waste generated from Osan AB.

The contractor must track the inventory status of approximately 300 dumpsters for municipal solid waste and 200 dumpsters for recyclables located at various pickup points within Osan AB. Services must be performed in accordance with the Waste Control Act (폐기물 관리법), Status of Forces Agreements (SOFA), USFK Reg 201-1 Environmental Governing Standards (EGS), and Integrated Solid Waste Management Plan (ISWMP). A Quality Control Program (QCP) must be developed and maintained by the contractor to ensure compliance with service requirements. The QCP should include inspection systems covering all services provided and methods for identifying and preventing defects in service quality.

Period of Performance
The period of performance will be one base year of 12 months with four additional one-year option periods.
