Solid Waste and Recycling Services at the VA CMOP in Hines, IL

Background
The Great Lakes Consolidated Mail Outpatient Pharmacy (GL-CMOP), located in Hines, Illinois, dispenses approximately 100,000 prescriptions daily directly to Veterans via mail.

GL-CMOP is seeking a service provider to manage the disposal of nonhazardous and recyclable waste generated during the processing of medications. This requirement was originally solicited as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside but did not meet the government's cost expectations. The current solicitation will be 100% set-aside for Certified Small Businesses.

Work Details
The contractor shall provide solid waste and recycling services as outlined in the Performance Work Statement (PWS). Key tasks include:
1. Collection of Solid Waste: Weekly collection from a 30 cubic yard compactor dumpster owned by GL-CMOP, with a turnaround time not exceeding two hours.

2. Collection of Recyclable Material on Pallets: Twice weekly collection of materials including corrugated cardboard, plastics (PETE, HDPE, PVC, PP), mixed paper, and plastic film. Trucks must be accessible for forklifts.

3. Collection of Mixed Construction Materials: Supply a 30 cubic yard open roll-off dumpster for mixed construction materials with pickups occurring within five days of notification from the Contracting Officer's Representative (COR), up to six times per year.

4. Collection of Large Recyclable Metals: Supply a 30 cubic yard open roll-off dumpster for large recyclable metals with similar pickup requirements as above.

Period of Performance
The total period of performance is from October 1, 2025, to September 30, 2030.

Place of Performance
The contract will be performed at the Great Lakes Consolidated Mail Outpatient Pharmacy located at 5000 S. 5th Avenue, Building 37, Northwest Door 27, Hines, Illinois 60141.
