Description

This is a Synopsis Notice for Base Operations Support (BOS) Services at U.S. Naval Station Guantanamo Bay (NSGB), Cuba.

The procuring contracting office is NAVFAC Southeast, Bldg. 903, P.O. Box 30, Naval Air Station Jacksonville, FL 32212. The primary point of contact is Jennifer Doherty, Contract Specialist, (904) 542-8444.

The solicitation number is N69450-22-R-0032.

This requirement includes all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform: Family Housing, Facility Management, Facility Investment, Custodial, Pest Control; Integrated Solid Waste Management (ISWM), Other (Swimming Pools), Grounds Maintenance and Landscaping, Utility Management, Electrical, Wastewater, Water, and Base Support Vehicles and Equipment (BSVE). The outcomes for this acquisition are consistent with the FAR 37.101 definition of service contracts. This requirement is performance based.

The proposed contract type is a single award Facilities Support Indefinite-Quantity contract with recurring work (firm-fixed price) and non-recurring work (indefinite delivery, indefinite quantity) Contract Line Item Numbers (CLINS) as well as Award Fee provisions. It will be competitively procured using the policies and procedures of FAR Part 15, Contracting by Negotiation.

The primary NAICS Code for this procurement is 561210 and the annual small business size standard is $41.5M dollars.

The contract term is anticipated to be a base period of one-year and seven one-year option periods, for a total contract performance period not to exceed eight years. The base year recurring work requirement will be the overall minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under Federal Acquisition Regulation (FAR) clause 52.217-8 Option to Extend Services.

These services are currently being performed under contract N69450-22-D-0010, awarded in 2021. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information.

This solicitation will be advertised on an unrestricted basis, inviting full and open competition. All responsible sources may submit a proposal in response to the solicitation.

The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government.

The site visit is tentatively scheduled for 3-4 August 2022 at NSGB. Per the Industry Day Special Notice, completed site visit forms were due by 30 June 2022.

REMINDER***For the site visit, you will need to have a negative COVID-19 test (PCR Test only regardless of vaccination status) within 72 hours of flight (this is mandatory to show to get on the plane). Please bring your vaccination card with you to show proof of vaccination if you happen to get sick while onboard NSGB and test positive for COVID-19 since this will affect your ROM status while on island.
