Background
The Federal Bureau of Prisons is issuing this solicitation for Residential Reentry Services located within the Eastern Judicial District of California. The goal of the contract is to provide services for federal offenders, ensuring their successful reintegration into society while maintaining public safety. The services will include both in-house Residential Reentry Center (RRC) services and home confinement services within a 100-mile radius of the RRC facility.

Work Details
The contractor shall provide the following services:
1. Residential Reentry Center (RRC) In-House Services:
- Guaranteed Minimum: 17 federal offenders (male and female).
- Estimated Maximum: 40 federal offenders (male and female).
- Average Daily Population (ADP): 6,205 for guaranteed minimum; 14,600 for estimated maximum.

2. Home Confinement Services:
- Guaranteed Minimum: 8 placements.
- Estimated Maximum: 20 placements.
- ADP for guaranteed minimum: 2,920; estimated maximum: 7,300.

3. The contract will be structured as an indefinite-delivery, indefinite-quantity type with firm-fixed unit prices based on guaranteed minimum and estimated maximum quantities outlined in the solicitation. The contractor must ensure adequate programming and case management of offenders, as these services are interconnected.

Period of Performance
The period of performance will include a one-year base year with options to extend up to four additional years, with specific performance periods defined for each option year.

Place of Performance
The services will be performed within the Eastern District of California, specifically at a Residential Reentry Center located within a 100-mile radius.
