Background
The Federal Bureau of Prisons is issuing a solicitation for Residential Reentry Services located within Allegheny County, Pennsylvania. The goal of this contract is to provide comprehensive reentry services for male and female federal offenders, ensuring they are supported during their transition back into the community. The services will include both in-house residential reentry center (RRC) services and home confinement placements within a 150-mile radius of the RRC facility.

Work Details
The contractor shall provide the following services:
1. Residential Reentry Center (RRC) In-House Services:
- Tier 1: Fixed monthly rate for an Average Daily Population (ADP) of 40 or less federal offenders.
- Tier 2: In-house inmate day rate for ADP of 41-60 federal offenders.
- Tier 3: In-house inmate day rate for ADP of 61-80 federal offenders.
- Tier 4: In-house inmate day rate for ADP of 81 or more federal offenders.

2. Home Confinement Services:
- Tier 1: Fixed monthly rate for home confinement placement of 20 or less federal offenders.
- Tier 2: Home confinement placement day rate for ADP of 21-30 federal offenders.
- Tier 3: Home confinement placement day rate for ADP of 31-40 federal offenders.
- Tier 4: Home confinement placement day rate for ADP of 41 or more federal offenders.

3. The contractor must ensure that all services are interconnected to support adequate programming and case management of offenders, with a minimum requirement of providing beds for male and female offenders as specified.

Place of Performance
Services will be performed in Allegheny County, Pennsylvania, with home confinement placements allowed within a radius of 150 miles from the RRC facility.
