Background
The Federal Bureau of Prisons is issuing this solicitation to provide Residential Reentry Center (RRC) Services and Home Confinement (HC) Services for male and female offenders located within Ada County (Boise), Idaho.

The goal of the contract is to ensure that these services are available to support the reintegration of offenders into society while maintaining public safety. The services will be provided under an indefinite-delivery, indefinite-quantity contract with firm-fixed unit prices.

Work Details
The contractor shall provide RRC services for in-house RRC beds and HC services for home confinement placements. Key tasks include:
1. Providing RRC services for an average daily population (ADP) of up to 60 offenders, with a maximum of 48 males and 12 females.
2. Offering home confinement placements within a 200-mile radius of the RRC facility, with a maximum estimated capacity of 25 federal offenders.
3. Pricing must be submitted for various ADP scenarios including fixed monthly rates and inmate day rates based on the number of offenders housed.

The contractor must ensure adequate programming and case management for offenders, which includes providing necessary documentation and adhering to safety and sanitation requirements.

Period of Performance
The period of performance will consist of a one-year base year followed by four one-year option years, with the possibility of extending services for up to six additional months as needed.

Place of Performance
The services will be performed in Ada County (Boise), Idaho, with home confinement placements extending within a 200-mile radius from the RRC facility.
