Background
The Federal Bureau of Prisons is issuing a solicitation for Residential Reentry Services located within the city limits of Chattanooga, TN. The goal of this contract is to provide services for male and female Federal offenders held under various United States Statutes. The services include both in-house Residential Reentry Center (RRC) services and Home Confinement services, which must be provided within a 150-mile radius of the RRC facility.

Work Details
The contractor shall provide the following services:
1. Residential Reentry Center (RRC) services for male and female Federal offenders, including a guaranteed minimum of 9,490 inmate days and a maximum of 23,725 inmate days based on Average Daily Population (ADP).
2. Home Confinement services with similar minimum and maximum guarantees based on ADP.
3. Monthly rates for different ADPs:
- Fixed monthly rate for ADP of 26 or less Federal offenders.
- Inmate day rates for ADPs ranging from 27-39, 40-52, and 53 or more Federal offenders.
- Monthly rates for home confinement placements with varying ADPs from 22 or less to 45 or more Federal offenders.
4. The contractor must ensure compliance with all applicable regulations and provide adequate programming and case management for offenders.

Period of Performance
The contract will have a one-year base period with four one-year option periods, allowing for a total performance duration of up to five years.

Place of Performance
Services will be performed within the city limits of Chattanooga, Tennessee, and home confinement services will extend within a radius of 150 miles from the RRC facility.
