Background
The Federal Bureau of Prisons is seeking contractors to provide Residential Reentry Center (RRC) services in Toledo, Ohio, covering multiple counties including Lucas, Williams, Fulton, Defiance, Paulding, Henry, Van Wert, Mercer, Allen, Putnam, Auglaize, Hancock, Wood, Ottawa, Sandusky, and Seneca.

The goal of the contract is to ensure adequate programming and case management for male and female federal offenders through both in-house RRC services and home confinement placements.

Work Details
The contractor will provide the following services:
1. Residential Reentry Center (RRC) In-House Services for male and female federal offenders with a guaranteed minimum average daily population (ADP) of 7,300 for the base year.
2. Home Confinement Services within a 150-mile radius of the RRC facility with a guaranteed minimum ADP of 2,920 for the base year.
3. Pricing tiers based on ADP:
- Tier 1: Fixed monthly rate for ADP of 20 or less offenders.
- Tier 2: Inmate day rate for ADP of 21-30 offenders.
- Tier 3: Inmate day rate for ADP of 31 or more offenders.
4. The contract includes provisions for invoicing based on actual usage exceeding guaranteed minimums and requires documentation as specified in the Statement of Work (SOW).

Services must comply with safety and sanitation requirements as outlined in the SOW.

Period of Performance
The contract will be performed over a one-year base period with four one-year option periods available.

Place of Performance
Services will be performed within the boundaries of Lucas County and surrounding counties in Ohio.
