Background
The contract is issued by the National Guard Bureau for Fire Alarm System Repair Services at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The mission of this contract is to ensure that fire detection and suppression systems in multiple facilities meet safety standards and comply with applicable codes and regulations. The goal is to conduct necessary repairs, inspections, and testing to address deficiencies identified in previous inspections.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform Fire Alarm System Repair Services. Key tasks include: conducting a comprehensive assessment of fire alarm systems; performing required repairs on systems in Buildings 3376, 3382 (Main & Annex), 3380, 3379, 3392, and 3417; completing post-repair operational testing; and conducting annual inspections of all active and passive fire protection features. Specific repairs include addressing issues with Fire Alarm Control Panels (FACP), transmitters, antennas, and batteries across the specified buildings. All work must comply with NFPA 72 standards.

Period of Performance
The contract will be performed over a specified period that includes site assessments, repairs, testing, and inspections as outlined in the Performance Work Statement.

Place of Performance
Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

Bidder Requirements
Bidders must be small businesses as this opportunity is set aside for small business participation. Contractors must have the capability to perform the required services as specified in the Performance Work Statement. Additionally, contractor employees requiring access to U.S. Government installations must complete Antiterrorism Awareness Level I Training within 30 days after contract start date.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a closely related prior contract with Phoenix Pacific under W50SLF26PA001 (01/29/26–04/30/26) valued at $9,988 for repair work to a fire alarm mass notification system (MNS) in Building 3408. The current solicitation similarly requires fire alarm system repair services across multiple JBPHH facilities, including troubleshooting and repairing fire alarm control panel components and related notification equipment, with compliance to NFPA 72. The prior work on an MNS/fire alarm notification system in a specific building appears to be a continuation of the same type of fire alarm system repair and corrective maintenance scope.
