Background
The U.S. Army Corps of Engineers, Rock Island District, has a requirement for a firm fixed price (FFP) design-build contract for a Bascule Bridge across the Lock and Dam 14 auxiliary lock on the Mississippi River. The acquisition strategy is competitive for a single award of a Firm Fixed Price (FFP) construction contract. The award will be made to the Offeror whose proposal is determined to be the best value. The evaluation methodology consists of two phases, with two factors for Phase One: Past Performance and Technical Approach; and four factors for Phase Two: Design Narrative, Schedule Narrative, Small Business Participation Plan, and Price.

Work Details
The project is for the design, fabrication, and installation of a new Bascule Bridge spanning 80 feet at Lock and Dam 14 in Pleasant Valley, Iowa. The bridge must meet or exceed AASHTO HL-93 loadings and replace an existing floating bridge. The project may also include construction of new approaches, abutments, installation of operational machinery and controls, and sustainability/energy measures. The facilities will be designed to a minimum life of 50 years according to DoD’s Unified Facilities Criteria (UFC 1-200-02), including energy efficiencies, building envelope, and integrated building systems performance.
