Background
The solicitation is issued by the Military Sealift Command for the Regular Overhaul/Dry-Docking (ROH/DD) of the USNS WASHINGTON CHAMBERS. The goal of this contract is to prepare for and accomplish necessary repairs, alterations, and maintenance on the vessel to ensure it meets operational standards. This contract aims to provide comprehensive management, procurement, production, testing, and quality assurance services as part of the overhaul process.

Work Details
The contractor shall prepare for and accomplish the VR, overhaul, or alterations of the USNS WASHINGTON CHAMBERS T-AKE 11 as specified in the Work Item (WI) package provided in Attachment J-1. Responsibilities include:

1. Providing management, procurement, production, testing, technical capability and resources, and quality assurance services.
2. Ensuring timely procurement of materials and reporting on their receipt and installation.
3. Using progress measurement systems to track physical progress against planned performance metrics.
4. Developing a performance milestone schedule/critical path chart to measure scheduled performance.
5. Applying stringent configuration control procedures to maintain configuration baselines.
6. Managing subcontractor performance to ensure compliance with quality standards.
7. Submitting various plans including Heavy Weather Plan, Cold Weather Plan, Fire and Flooding Protection Plan as per specified requirements.

Period of Performance
The contract will be performed over a specified period that includes preparation for the overhaul and completion of all work items as outlined in the solicitation documents.

Place of Performance
The work will primarily be performed at the contractor’s shipyard.
