Background
The Defense Logistics Agency (DLA) - Troop Support intends to enter into an indefinite quantity contract (IQC) to supply Fresh Milk & Dairy products to Department of Defense (DoD) customers located in Norfolk, Virginia. The goal of this contract is to provide essential dairy products to military personnel in the area, ensuring that both land and ship-based customers receive the necessary supplies. This solicitation is issued under unrestricted competition with HUBZone evaluation preference.

Work Details
The contractor will be required to supply Fresh Milk & Dairy products as specified in the Schedule of Items (Attachment 1). The contract will support two groups: Group 1 for Ships customers and Group 2 for Land customers, both located in Norfolk, Virginia. The contract period is divided into two 18-month pricing tiers:

- Tier 1: December 28, 2025 - June 26, 2027
- Tier 2: June 27, 2027 - December 30, 2028

Estimated dollar values for each group are as follows:

- Group 1 Ships Customers:
- Estimated Value for Tier 1: $891,067.77
- Guaranteed Minimum: $59,404.52
- Maximum Value: $5,346,406.62

- Group 2 Land Customers:
- Estimated Value for Tier 1: $158,895.75
- Guaranteed Minimum: $10,593.05
- Maximum Value: $953,374.50

Total estimated values across both groups amount to:
- Total Estimated Value for Tier 1: $1,049,963.52
- Total Guaranteed Minimum: $69,997.57
- Total Maximum Value: $6,299,781.12.

Period of Performance
The effective period of the contract will commence on December 28, 2025 and will not exceed three years, concluding on December 30, 2028.

Place of Performance
The products will be delivered to military customers located in Norfolk, Virginia.
