Solicitation - NAVAIR 6.8 CBO Acquisition Support Services   2

This requirement is in support of the Naval Air Systems Command (NAVAIR) 6.8 Corporate Business Office (CBO) / AIR 6.0 Logistics Acquisition Cell. This solicitation is for a comprehensive range of support services including Acquisition Management, Acquisition Planning and Acquisition Execution, Administration, Program Management, Acquisition Systems Engineering, and Financial Management detailed in the solicitation package. The solicitation package includes:

-Solicitation N0042119R0024;

-Attachments 1 through 6;

-Contract Data Requirements List (CDRLs);

-Q&A sheet (from draft RFP update released 30 January 2019).

This requirement will result in a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract. This will be a Cost Plus Fixed Fee (CPFF) contract with a level of effort of 480,000 man-hours over a five (5) year ordering period. An approved accounting system is required to be considered for this award (see Q&A #'s 13 and 18).

This procurement is being solicited as a 100% small business set aside under North American Industrial Classification System (NAICS) Code 541611. The small business size standard is $15M.

A Presolicitation Notice (N0042118R0081) for this effort was posted on 16 August 2018, and updated 07 November 2018. A draft RFP containing Sections C, L, and M, was posted in a Presolicitation Notice (N0042119R0024) on 20 December 2018. The draft RFP was updated on 30 January 2019 including revised versions of Sections C, L, and M, as well as answers to questions received by potential offerors.

Section A (page 2) of the Solicitation N0042119R0024 contains comments addressing clerical revisions to Sections C, L, and M.

This is a follow-on requirement that was previously satisfied under contract number W15QKN-15-D-0007, which was awarded by the Army.

This requirement is subject to change based on the Government's need. Any subsequent amendments will be posted to the FEDBIZOPPS.gov website. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for monitoring the site for any amendments.
