Background
The Naval Facilities Engineering Command Northwest is issuing this solicitation for comprehensive solid waste disposal services for municipal solid waste generated by various Navy installations within Navy Region Northwest, including Naval Base Kitsap (NBK) in Silverdale, Bremerton, Keyport, NAVMAG Indian Island, NAVHOSP, and Puget Sound Naval Shipyard.

The goal of the contract is to ensure effective and compliant waste management while adhering to federal, state, and local regulations.

Work Details
The contractor is responsible for providing all necessary labor, management, supervision, tools, transportation, materials, facilities, and equipment for solid waste disposal.

Key performance requirements include:
1. Compliance with all applicable laws and regulations related to municipal solid waste handling and disposal.
2. Establishing procedures for the collection and disposal of Municipal Solid Waste (MSW).
3. Maintaining current licenses and permits for handling Navy MSW.
4. Demonstrating compliance with environmental regulations including air pollution control permits and stormwater discharge/control permits.
5. Implementing quality control measures to ensure compliance with performance and safety requirements.
6. Delivering monthly reports that detail transaction information including date, time, net load weight in tons, commodity delivered, truck identification number, installation origin, and summaries of loads delivered each month.

Period of Performance
The contract will have a base year from January 1, 2025 to December 31, 2025 with four option years extending through June 30, 2030.

Place of Performance
The services will be performed at various locations within Navy Region Northwest including NBK-Silverdale and other specified installations within a 50-mile radius.
