Amendment 0002, dated 02 February 2022, serves to provide clarifying updates to solicitation N0001921R0077 and disseminate the Government's response to a potential offeror's question. This update includes an amended Solicitation, inclusive of a revised Section L and Attachment L-13 Corporate Experience.

In addition to Amendment 0002, the Government is re-issuing the Amendment 0001 Standard Form (SF) 30 to update the cover page as follows:

  1. Removed the Draft watermark.
  2. Replaced U0001 with 0001 in block 2.
  3. Incorporated a block 3 effective date of 14-Jan-2022 to align with the Amendment 0001 posting date.
  4. Population of all fields in block 11.

Offerors are advised to use the version of Amendment 0001 included in this announcement when addressing the procedures of SF30 block 11.

This announcement, dated 14 December 2021, serves as issuance of Request for Proposal (RFP), N0001921R0071, for the procurement of the Multi-Engine Training System (METS) aircraft. The METS aircraft will replace the T-44C aircraft currently in use by the United States Navy for the training of aviators and flight officers. The Naval Air Systems Command (NAVAIR) anticipates the award of a single firm fixed price contract from the issuance of this full and open competition solicitation, with the total procurement of commercial aircraft through a base options. Contract award is anticipated in the 1st Quarter of Government fiscal year 2023.

NAVAIR has previously posted information to industry regarding the METS requirement on sam.gov with reference to solicitation number N6134019R0018 on 23 May 2019 followed by several subsequent amendments. NAVAIR updated the solicitation number and posted information to industry regarding the METS requirement on sam.gov with reference to the new solicitation number N0001920R0071 via a special notice on 26 May 2020 and subsequent amendments. These postings are considered exchanges with industry before receipt of proposals as defined in FAR 15.201 (c), and include the DRAFT RFP, industry questions and Government answers, and other relevant information pertaining to the METS requirement. This RFP, including all solicitation requirements, supersedes all previously posted DRAFT documents (including industry questions and Government answers) in their entirety.

To facilitate review cycle time, this announcement includes a METS RFP Changes document. This document serves to highlight METS Solicitation updates incorporated since the release of the DRAFT Solicitation. This document is a guide only and the Government does warrant the enumerated list as a complete representation of all changes. Offerors are advised that the final solicitation supersedes all previously posted DRAFT documents and is the only document that should be relied upon in determining the Government's requirements.

Proposals are due no later than 1630 US Eastern Standard Time 16 March 2022.
