SOLICITATION

1. This solicitation is unrestricted and will result in a three-year requirements-type contract for the supply identified below. The resulting contract will establish pricing that remains in effect for the period identified in the Schedule. Delivery orders will be placed as Government needs arise.

The quantities listed in this solicitation and the resulting contract are estimates only and not a representation they will be ordered, nor is it a representation that conditions affecting Government needs will be stable. The Government bears no responsibility to issue an initial minimum order upon base contract award. Please refer to Federal Acquisition Regulation (FAR) clause 52.216-21: REQUIREMENTS for additional information pertaining to this contract type.

2. As further detailed in Section B, the resulting contract will consist of three ordering years (OYs). The total estimated production quantity for each OY is as follows:

CLIN 0011: FIRST ORDERING YEAR - M256A2 CADK: 30,000 EA
CLIN 0012: SECOND ORDERING YEAR - M256A2 CADK: 40,000 EA
CLIN 0013: THIRD ORDERING YEAR - M256A2 CADK: 40,000 EA

3. There is a Technical Data Package (TDP) associated with this procurement. The TDP is distribution code "C", which limits access to U.S. Government agencies and its contractors. Please refer to Section C for additional information.

4. Military preservation, packing and marking are required and shall be accomplished in accordance with Section D, all applicable requirements of MIL-STD-2073-1 and the Special Packaging Instruction (SPI) contained within the TDP.

NOTE: The Procuring Contracting Officer (PCO) has authorized the contractor to ship early when at no additional cost to the Government.

6. The Government will furnish Technical Manual (TM) 3-6665-426-10 to the contractor as intellectual property for use under this acquisition. Please refer to Section H for additional information.

7. Each large business under NAICS code 334511 is required to submit a Subcontracting Plan with its offer. Please refer to Sections I and L for additional information.

8. Please acknowledge all amendments to this solicitation in the space provided under Section A.

9. This solicitation contains provisions and clauses that require you, the offeror, to complete fill-ins and representations. Please review and complete all such items. Otherwise, your offer may be determined ineligible for award.

10. To be considered for award, please return one signed copy of your offer via e-mail to the Contract Specialist identified in paragraph 11 below NO LATER THAN TUESDAY, 05-OCT-2021 AT 4:30 P.M. LOCAL TIME (WARREN, MI). All offers submitted in response to this solicitation shall be valid for a minimum of ninety (90) calendar days following the offer due date.
