Background
The Department of Veterans Affairs is issuing this requirement for construction services to replace the existing main electrical substation at the Providence VA Health Care System (PVAHC). This project aims to enhance the facility's electrical capacity and reliability, ensuring it meets future operational needs. The contract is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

Work Details
The contractor shall perform work in strict accordance with the General Specifications, Statement of Work (SOW), Attachments, Schedule, and Site Drawings as applicable. The major elements of work include:

1) Development of a phasing plan to maintain power to the campus during installation and commissioning of the new substation;

2) Construction of approximately 500 feet of underground duct bank originating at the new substation and terminating in a new manhole;

3) Complete decommissioning, removal, and disposal of the existing substation;

4) Site preparation for new utility equipment including equipment pads, manholes, and conduits;

5) Construction of a new electrical substation and tie-ins to the existing 11.2kV distribution system. All construction must conform to Department of Veterans Affairs design manuals and technical specifications as well as applicable codes.

Period of Performance
The Contractor shall begin performance within 10 calendar days after receiving award notice to proceed and complete it within 630 calendar days.

Place of Performance
The construction projects will be performed at the Providence VA Health Care System located at 830 Chalkstone Ave., Providence, RI 02908.
