Background
The contract is issued by the U.S. Department of Agriculture (USDA) for the Atmospheric River (AR) Dinkey Mill Road Repairs project. This initiative aims to restore approximately 61.04 miles of National Forest Roads that were affected by severe weather events, specifically an atmospheric river event in 2023.

Work Details
The scope of work includes: furnishing all labor, materials, equipment, tools, transportation, incidentals, inspection, quality control, and supplies necessary for road repairs. Specific tasks include grading the road, replacing culverts and gates, placing base rock to reconstruct drivable rolling dips for effective drainage, cutting roadside vegetation, and applying asphalt.

The project requires compliance with federal, state, and municipal laws regarding permits and licenses. Key tasks outlined include: mobilization; removal and disposal of culverts; installation of rip rap; full depth reclamation; hot mix asphalt placement; installation of corrugated metal pipes; replacement/installation of gates; temporary traffic control; pothole repairs; and restoration of drainage functions.

The period of performance for this contract is from March 24, 2026 to July 29, 2026.

Place of Performance
The construction projects will be performed in the Sierra National Forest located at 1600 Tollhouse Rd, Clovis CA 93611-0532.
