Background
The solicitation is issued by the U.S. Department of Agriculture (USDA) for the Atmospheric River (AR) Tamarack Road Repairs project. The purpose of this contract is to repair approximately 57.5 miles of National Forest Roads that were affected by severe weather events, specifically an atmospheric river event in 2023. The USDA aims to restore the integrity and functionality of these roads to ensure safe access and proper drainage.

Work Details
The scope of work includes: furnishing all labor, materials, equipment, tools, transportation, incidentals, inspection, quality control, and supplies necessary for road repairs.

Specific tasks include grading the road, replacing culverts and gates, placing base rock to reconstruct drivable rolling dips for runoff management, cutting roadside vegetation, and applying asphalt. The project also involves specific items such as mobilization, removal and disposal of culverts and gates, installation of rip rap class 1 rock, hot mix asphalt application, installation of corrugated metal pipes and end sections, temporary traffic control measures, and restoration of drainage functions. All work must comply with federal, state, and municipal laws.

Period of Performance
The estimated period of performance for this contract is from March 23, 2026 to July 28, 2026.

Place of Performance
The construction projects will be performed in Fresno County at the Sierra National Forest.
