Background
This solicitation is for the USNS Laramie MTA FY 2023. The USNS Laramie (T-AO 203) requires voyage repair, overhaul, or alterations as specified in the Work Item (WI) package provided in Attachment J-1 – WI Package (Specifications). All work is to be performed at the contractor’s shipyard.

Work Details
The contractor is responsible for preparing and accomplishing the specified work items, including management, procurement, production, testing, technical capability and resources, and quality assurance services. They must use progress measurement systems to determine physical progress of completed work for each element in the scheduling plan. The contractor is also responsible for identifying behind-schedule conditions and unfavorable schedule variances based on the Time Phased Sequencing Network (TPSN) submitted with the proposal. Additionally, they must develop a performance milestone schedule/critical path chart to measure scheduled performance and ensure that ship's equipment and systems remain configured to existing baselines. The contractor should also manage all subcontractors’ performance during the availability and ensure subcontractor work meets quality standards. Furthermore, they should employ good judgment and sound engineering practice and principles when WIs do not describe all details of accomplishing the work.

Place of Performance
All work under this contract shall be performed at the contractor’s shipyard.
