AMENDMENT 0004: The purpose of Amendment 0004 is to revise Section M, Past Performance Evaluation Approach.

AMENDMENT 0003: The purpose of Amendment 0003 is to extend the closing date of the solicitation from 22 March 2023 to 31 March 2023 and revise Rating Methods in Section M to adhere to DFARS Subpart 215.3-Source Selection.

AMENDMENT 0002: The purpose of Amendment 0002 is to incorporate the Solicitation Q&A Document. As a result of the Q&A the following attachments were revised and/or incorporated: Task Order PWS, Past Performance Information Sheet, Estimated Labor Category Hours document and Anticipated LCATS document.

AMENDMENT 0001: The purpose of Amendment 0001 is to revise the language in Section M; 8. SB Participation Plan; subsection paragraph a) on p. 66. See the attachment W911QX23R0004 - Amendment 0001.

Background
The solicitation is for Sustainment Modernization Services. The contract is a five-year Single Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract upon which Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) Task Orders (TO) may be issued.

Work Details
The Performance Work Statement (PWS) will be provided under separate cover via the Army’s secure distribution program SAFE. The tasks include data collection, quality control, project management, and technical approach to establishing the data collection program.
The contractor shall also provide a Sustainment Modernization and Personnel Management Plan, a Transition Plan, and a Quality Control strategy. Additionally, the contractor shall ensure all reports and deliverables are submitted in accordance with the PWS.

Period of Performance
The period of performance for the contract is five years. The performance work statement specifies various periods of performance for different tasks ranging from 15 days to 5 years.

Place of Performance
The place of performance for the contract is at various destinations specified in the Performance Work Statement.
