On or about February 23, 2018, the Department of Labor, Employment and Training Administration (DOL ETA) anticipates issuing a Request for Proposal, (RFP), for Operation of the Penobscot Job Corps Center located at 1375 Union Street, Bangor, Maine 04401 which will include Outreach and Admissions and Career Transition Services for eligible individuals participating in the Job Corps program. The Job Corps program was originally established by the Economic Opportunity Act of 1964; current authorization for the program is authorized under the Workforce Innovation and Opportunity Act (WIOA) of 2014. The Job Corps program is a national residential and non-residential training and employment program administered by the United States Department of Labor to address multiple barriers to employment faced by disadvantaged youth, ages 16-24 years, throughout the United States.

This requirement requires the contractor to operate the aforementioned Job Corps center which includes provision of academic, career technical, career success and independent living skills, career readiness training, and support services, for an estimated total of: 350 students of which 214 are residential male students and 118 are residential female students, 7 are nonresidential male students and 11 are nonresidential female students. The contractor shall also operate residential quarters (housing) and services at Penobscot for all students as applicable. The requirement also includes Outreach and Admissions services in the state of Maine and shall ensure the arrival of an estimated minimum of 350 students into the Job Corps program annually for residential and nonresidential male and female students. The contractor will also be required to provide Post-Center Career Transition Services annually for 229 graduates and 134 former enrollees returning to the state of Maine.

The RFP will be available on the World Wide Web at the government point of entry, (FEDBIZOPPS.GOV), http://www.fbo.gov. The RFP will be posted as a total small business set-aside and will be a hybrid-type that consists of a combination of cost-reimbursement contract line items for Job Corps Center Operations and firm-fixed unit price type relative for contract line items for Outreach/Admissions and Career Transition Services. It is anticipated that the resultant contract will have a two-year base period of performance and three unilateral one-year option periods. A pre-proposal conference will be held at the Penobscot Job Corps Center. The date and time of the pre-proposal conference will be identified in the Request for Proposal, (RFP). It is recommended that potential offerors download and read the RFP from the web site prior to attending the pre-proposal conference. All questions must be submitted in writing and will be addressed via amendment to the RFP.
