Solicitation for new contract for control center

Background
The Social Security Administration (SSA) is seeking proposals for Control Center Operations Support Services at its Headquarters Complex in Baltimore, MD. The SSA's mission includes ensuring safety and security for all individuals, emphasizing emergency preparedness and response, continuity of operations (COOP), and threat/risk assessment. The goal of this contract is to provide staff with the necessary knowledge and experience to support these operations effectively.

Work Details
The contractor will be responsible for providing program management, technical management, and administrative support to perform all work identified in the Statement of Work. Key tasks include:

- Safeguarding government property and personnel;
- Performing notifications to responding parties based on incident type;
- Monitoring security systems for abnormalities or vulnerabilities;
- Responding appropriately to safeguard agency facilities;
- Recording operational status of security systems;
- Capturing responses on government logs;
- Possessing knowledge of essential support functions, occupant emergency procedures, security surveillance systems, and various communication platforms.

Contractor staff must have exceptional analytical and communication skills, both oral and written, along with proficiency in Microsoft products.

Period of Performance
The contract includes a transition period from July 24, 2025, to September 23, 2025; a base year from September 24, 2025, to September 23, 2026; followed by four option years extending through March 23, 2031.

Place of Performance
The services will be performed at the Social Security Administration Headquarters located at 6401 Security Boulevard, Baltimore, Maryland 21235.
