Solicitation for Nationwide Polygraph Support   2

Background
The Naval Criminal Investigative Service (NCIS) is responsible for investigating and defeating criminal, terrorist, and foreign intelligence threats to the United States Navy (USN) and Marine Corps. The mission includes providing polygraph support services to assist in criminal, counterintelligence, and counterterrorism investigations.

This solicitation is aimed at providing certified contractor support for administering polygraph examinations as part of the USN Insider Threat program and other Department of Defense (DoD) entities.

Work Details
The contractor will provide polygraph examination services as detailed below:
1. Administer Counterintelligence Scope Polygraph (CSP) examinations in support of the USN Insider Threat program.
2. Collaborate with NCIS PSFO and other DoD customers in scheduling, conducting, and finalizing polygraph examinations.
3. Estimated total of 35,000 exams over five years, broken down by geographical region:
- Hawaii Contractor Site: 500 exams
- Hawaii Government Site: 500 exams
- Continental U.S. Contractor Site: 14,000 exams
- Continental U.S. Government Site: 20,000 exams
4. Each session is defined as a 4-hour period; session credit will be granted only if the session commences.
5. Examiners must schedule and document examinations at approved NCIS PSFO facilities, assist in validating examination data, prepare authentication letters for signature, and enter data into NCIS databases.
6. Provide necessary equipment for conducting examinations including updated polygraph software and storage for recordings up to 35 years.

Period of Performance
The contract period will commence on September 1, 2020, or date of award (whichever is later), continuing for a duration of 60 months until August 31, 2025.

Place of Performance
The contract will be performed at various locations including Hawaii (Contractor's facility and Government site) and Continental U.S. (Contractor's facility and Government site).
